French presidential candidate Jean-Luc Mélenchon has proposed introducing an “ecological conscription” that would create regional civil-security guards capable of reinforcing professional emergency services during climate-related crises. He said conscription would allow France to maintain a large, trained reserve that could be mobilised when needed.

Melenchon sits at around 15% odds of becoming the next President of France.
