Around 40 percent of women completing voluntary military service in Finland report inappropriate treatment during service, according to end-of-service questionnaires obtained by the Finnish Broadcasting Company. The most common problems are bullying and sexual harassment; although sexual harassment has fallen from more than half of women ten years ago to under one quarter now, women remain a small minority in the system — just over 800 out of roughly 20,000 annual conscripts.

The Finnish Defence Forces said the problem reflects wider social attitudes and may stem from prejudice, poor unit atmosphere, group pressure, fear of consequences, and “different understandings of humour.” Mats Uotila, chair of the Finnish Conscripts’ Union, said the figures are far too high and warned that such behaviour weakens group spirit, trust, and unit effectiveness.
