Switzerland’s upper house wants to close a loophole that lets many Swiss-French dual citizens avoid Swiss military service by attending a single defence information day in France instead of completing Swiss basic training. Around 730 people a year have used the exemption since a 1997 bilateral agreement, and the new proposal would recognise foreign service only if it is genuinely equivalent and was completed before moving to Switzerland or being naturalised. The measure passed the Council of States 40–0.
